This is what I want to characterize as a “matching complexity” model of grammar. There is a task set for the system, as it were, to which the language engineer then provided an optimal solution. The solution is rationalized by the task. A tight coupling between input and output is thereby assumed; structures are specified for a particular function. Evolution, though, does not design solutions for specific tasks. What evolves is adaptability, the ability to use given resources that have a generic character to new tasks, and to scale up given solutions when new adaptive challenges arise.
(Hinzen, 2011, p. 423)
